   This is an article by John Batinsey published in the January 2008 issue of NJ Municipalities magazine. It is referenced as an attachment in the sample letter to a local municipal Mayor.

3. Outdoor Lighting Ordinance Guide

   This Guide has been available from the League of NJ Municipalities since 5/04. It has just been revised to reflect recent changes to control Electric Utility Floodlights, regulate certain existing inappropriate lighting, and sensibly address homeland security concerns. The Guide is 17 pages long and is intended to help municipalities adopt an anti-LP ordinance. It can also be used as a reference source for solving specific lighting problems and includes important quotes from IES literature.

5. Vision and Medical Concerns Caused by Roadway Lighting Glare in N J

   Two page historical analysis of roadway glare sharply criticizing New Jersey. A much shorter version was printed on the Opinion Page of the Asbury Park Press on 3/8/05 titled "Lights avoid road glare".

6. Let's All Reduce Light Pollution

   This article, published in the May 2004 issue of NJ Municipalities Magazine, has been withdrawn from this "Tools" section. A more up-to-date article was published in the January 2008 issue of the magazine (see Tool #1, Controlling Light Pollution above)

7. State Commission Reports on Light Pollution

   A short article appearing in a 1996 issue of THE ANJEC REPORT magazine (Association of NJ Environmental Commissions). This is a one page summary of the New Jersey Light Pollution Study Commission's Report.

8. The New Jersey Light Pollution Study Commission Report.

   This is a copy of the State Commission's report submitted to the Governor and Legislature in 1996.

9. Presentation to Municipal Officials About LP

   A one page summary of a short presentation that anyone can give to Municipal Officials. It should take about 15 minutes.

10. Fighting Light Pollution

    Article appearing in the ANJEC Report - Spring 2007. The article attempts to explain why all Municipal Environmental Commissions should control Light Pollution.
